HEALTH, SAFETY AND ENVIRONMENTAL INFORMATION AND GUIDANCE FOR CONTRACTOR'S AND THEIR EMPLOYEES
This document provides general guidance for Health, Safety and Environmental control. It does not absolve the duty of care from the contractor(s), staff, agents, representatives and others in compliance with all current laws and regulations. Contractors engaged to carry out work at OEG Offshore Limited (The Company) shall establish, execute and complete the work scope in the safest and most efficient manner with a minimum of disruption to the operations of The Company.
If you require further Health, Safety or Environmental advice, you can contact the OEG Offshore Member of Staff in Charge (Host) of the contractor or Group QHSE Manager.
The Member of Staff in Charge of the contractor MUST be informed of any Fire, Accidents, Incidents or Near Misses.
INFORMATION AND GUIDANCE
1. FIRE AND EMERGENCIES
You should familiarise yourself with the local emergency procedures and arrangements for Fire - Accidents - Location of nearest First Aiders. The information will be displayed on health and safety notice boards and fire break glass points. The local Health & Safety Representative(s) will be able to offer further advice.
FIRE ACTION AND PRECAUTIONARY MEASURES
If you discover a fire you MUST:
- Operate the nearest fire alarm (if safe to do so)
- Evacuate the building by the nearest available fire exit
When you hear the alarm which is a loud audible warning, you MUST:-
- Leave your worksite and the building immediately using the nearest safe exit route
- Do not stop to collect belongings
- Go to the appropriate assembly point
- Follow any instructions given by the Fire Wardens
- Do not re-enter the building unless you have been told it is now safe to do so
Consideration MUST be given to the risk of fire from your activities and to reducing or controlling that risk.
- Before commencing work on your activity you MUST consider the effects of that work on the local heat and smoke detectors. There may be a need to isolate them to prevent false alarms.
- In the first instance, you MUST discuss your requirements with the Host.
- A Hot Work Permit to Work may be required.
- If Hot Works are undertaken, you MUST have Fire Fighting Equipment at hand.
ACCIDENT MANAGEMENT AND FIRST AID
The following advice should be followed in cases of ACCIDENT AND ILLNESS.
- Before dealing with any incident - Check that the area is safe to enter. DO NOT put yourself at risk.
- To summon help from a First Aider to follow local procedures which will form part of the health & safety site induction given to you when you first arrive on site.
- Do not move the casualty unless in immediate danger, and without putting yourself at any risk.
- Ensure that the accident or incident is recorded both by the Host and in your own accident book if required.
2. HEALTH AND SAFETY GUIDANCE
WORK AREA SAFETY
- Ensure that you (and any employees and sub-contractors) have received a suitable induction onto the site.
Work only in your designated area and carry out work activities relating to your project only.
- Do not enter any areas or work on any equipment marked with HAZARD WARNING SIGNS OR BARRIERS unless you have been fully authorised to do so.
- Obey ALL Safety Signs.
- Do not work alone on potentially hazardous operations.
- Ensure barriers and signs are placed around the area where appropriate.
- Inspect your work area for potential hazards at the start and finish of your work and report any findings to the member of staff in charge.
PLANT SAFETY AND MANAGEMENT
- Do not remove any existing guards, barriers and locks without express permission.
- Do not use makeshift tools or equipment.
- Do not climb upon any structure unless trained and authorised to do so.
- Transport equipment/material in a safe manner along agreed routes.
- Do not work on plant or equipment before it has been isolated properly.
- Do not leave plant or equipment in a dangerous condition.
SAFETY EQUIPMENT AND PPE (PERSONAL PROTECTIVE EQUIPMENT)
- Wear and make full use of personal safety equipment if it is required for the task you are undertaking.
Personal protective equipment includes safety helmets, eye protection, safety footwear, ear defenders, disposable overalls, gloves, harness etc.
- Wear and make full use of respiratory equipment includes dust masks, full face masks etc.
- If you are observed not using safety equipment and the work being undertaken requires it, the member of staff in charge will be informed and you will be reminded of your duty to protect the health & safety of you and any other personnel working on your behalf. If this is observed consistently, you may be asked to stop the work and leave the site.
3. FITNESS TO COMPLETE THE WORK ACTIVITIES SAFELY
You MUST immediately inform the member of staff in charge of the effects of a medical condition(s) or effects from prescribed drugs which might influence the safe way in which you are able to carry out the activities associated with your work.
Alcohol, Drugs & Substance Abuse
Alcohol, drugs and substance abuse is prohibited on site. If you are found to be under the influence of alcohol or drugs on an OEG site, you will be asked to leave the site immediately, and your employer will be notified.
4. GENERAL SITE RULES
Materials and Equipment
Arrange materials and equipment so that a minimum of obstruction and inconvenience is caused regarding access to buildings. Fire Exits / Fire Fighting Equipment MUST be kept clear always.
Isolation of Services
Express permission MUST be obtained from The Isolating Authority (e.g. Responsible Person for Facilities / Site).
Access to Confined Spaces
Express permission MUST be obtained from The Member of Staff in Charge. A Risk Assessment, Method Statement, Safety Plan and Permit to Work may be necessary. Confined spaces may include Chambers, Enclosed drains, Sewers, Ducts, Subways, Boilers, Tanks etc.
Working in Controlled Areas
Permission MUST be obtained from The Member of Staff in Charge. A Permit to Work may be necessary. Controlled areas will include rooftops, plant rooms, switch rooms etc. A Danger Tag and Lock-Out procedure may apply and will be communicated by The Member of Staff in Charge if this procedure needs to be followed.
Working Outside Normal Hours (Including Weekends)
Written approval will be required from The Member of Staff in Charge. Lone Working Procedures may apply, but supervision should be provided by The Member of Staff in Charge where appropriate/necessary.
A pass will be issued to you for each day you attend site. Visitor passes MUST be worn at all times.
Risk Assessment results MUST be available and understood prior to commencement of work, including Environmental RA’s.
Method Statements/Safe Systems of Work
Method Statements/Safe Systems of Work MUST be understood prior to commencement of work and adhered to throughout the duration of works being carried out.
Permits to Work
The conditions laid down in a Permit to Work must be followed closely. All those involved MUST understand the conditions.
Operating, Plant, Equipment and Small Tools including electrical
Where necessary operators MUST be certificated. Electrical tools MUST have been inspected and be appropriate for the task. Where certification is needed, you will be asked to provide proof of this prior to works commencing.
The Worksite MUST be made and kept safe at all times.
COSHH Assessment Results MUST be available and understood prior to commencement of work. Competence in the use of hazardous substances by operatives is essential. Protective equipment MUST be used where this is specified, and MSDS Sheets must be made available for both The Member of Staff in Charge, and in the area the substance will be used.
Noise levels MUST be reduced to the lowest level practicable and ear defenders must be used where this is necessary.
Plant Scaffolding and Means of Access
Equipment (Ladders, steps, scaffolding) MUST be in a sound condition, erected properly and firmly secured before use. These must be inspected prior to each use.
Equipment used for lifting (e.g. cranes, forklift trucks, hoists etc) may not be brought onto the site without the express permission from The Member of Staff in Charge. Inspection certificates showing any maintenance and testing should be made available on request. Any contractors operating lifting equipment must be trained to do so and certificates must be made available for inspection prior to the equipment being used.
The Member of Staff in Charge MUST be consulted in the first instance. Secure fencing MUST be used to prevent persons falling into the excavation and the appropriate safety checks carried out prior to works commencing (e.g. scanning for services such as gas, electricity cables etc).
General Fire Precautions involving Hot Work
A Hot Work Permit to Work MUST be issued prior to any hot work commencing. Fire Fighting equipment MUST be at hand. Smoke or heat detection equipment may need to be isolated. Protective equipment MUST be used.
All operatives MUST be on the Gas Safe Register. Work MUST be carried out in a safe manner and accompanied by a Permit to Work where necessary.
All work MUST be carried out in a safe manner. The Member of Staff in Charge MUST be contacted before the isolation of any system. Work MUST only be carried out by a Competent Person. A danger tag and lockout system may be in operation.
Compressed air must not be used with the express permission of The Member of Staff in Charge.
The presence of "asbestos" MUST initially be identified by The Member of Staff in Charge, and any asbestos report must be made available to you prior to any works commencing so that any special safety precautions can be put in place.
Smoking is not allowed in OEG Offshore Limited buildings. A dedicated smoking area is usually provided.
Property Loss or Damage
Property loss or damage MUST be reported to The Member of Staff in Charge with undue delay.
Every reasonably practicable step shall be taken to prevent uncontrolled releases of pollutants which may contaminate the environment. Any spillages must be reported to the member of staff in charge immediately.
All waste generated MUST be disposed of in accordance with all relevant legislative requirements.
Keep all aisles, corridors, access and exits clear at all times. Do not allow rubbish to accumulate. Remove all rubbish, debris and surplus material leaving the worksite in a safe and tidy condition.
5. OFFSHORE LIMITED FACILITIES AND RESTRICTIONS
Toilets are available. These facilities are shared with OEG Offshore staff. They are to be kept clean and tidy and are not to be abused.
Food and Catering
Food and drink must not be consumed in the work area. Catering facilities where applicable may be used only when clean clothing is worn. Access will be denied to anyone wearing soiled working clothes.
Car parking facilities will only be available through a special arrangement. Parked vehicles MUST be clear of fire exits at all times unless by prior arrangement to transport materials from a work vehicle to the site.
Radios / Photographs
The playing of personal radios is not permitted. Photos are not to be taken without express prior written permission.
The correct clothing should be worn appropriate for the work being carried out.
All contract staff should conduct themselves in a responsible manner at all times. Bad language is strictly prohibited.
